Description: On October 16, 2023, Plaintiff, an emotionally disturbed person, with diagnosed ADHD and bipolar, was chased out of his apartment by Defendants. Plaintiff was at his mothers house, where he lives, when he had a manic episode. As a result, Plaintiff's sister called 911 advising the dispatcher that Plaintiff suffered from mental illness and they needed EMS and police officer assistance. Defendant Officers Bipul Barman and MD Shah, and Charles Dever arrived on the scene. When asked to speak with Plaintiff, they were informed that Plaintiff walked out the front door.
