Description: On February 28, 2016, plaintiffs Maria Paramo and Augustin Lopez, along with a friend, were driving in the Bronx and pulled over to investigate a strange noise coming from their car and noticed fluid leaking from the engine. Defendant Sergeant Leplanch and Officer Sabatano arrived and arrested Lopez for public urination and placed him in handcuffs, which were excessively tight, injuring Lopez. Leplanch confiscated Paramo's car keys, accusing her of drinking, and drove off with Lopez, but then returned and told Paramo and her friend to get in the car so that they weren't stranded, and then drove all of them to the precinct.
