Description: On November 23, 2013 Plaintiff was preparing to eat dinner at the homeless shelter where he resided when an unknown individual approached, said "I should kick your ass," and proceeded to physically attack Plaintiff, severely bruising Plaintiff's ribs and scratching Plaintiff's face. There were approximately 20 - 30 witnesses and the attack was captured by surveillance cameras.
