Description: On or about May 3, 2017, at approximately 3:30 P.M., plaintiff Kemanie Bailey was unlawfully stopped, frisked, and arrested by officers from the New York Police Department in the vicinity of Vermont Street and New Lots Avenue, Brooklyn, New York. Despite a lack of reasonable suspicion or probable cause, Bailey was handcuffed and taken to the 75th Precinct, where he was questioned about a shooting involving his cousin, Sean Robinson. Bailey, unable to provide the names of the individuals responsible for the shooting, was falsely charged with felony crimes, including assault and criminal possession of a weapon.
