Description: On January 26, 2019 plaintiff was dining with family and friends when he saw his brother being pushed out of the restaurant by several men who turned out to be plain-clothes officers on a "buy and bust" operation. As plaintiff approached, officers including Det. Michael Kobus arrested plaintiff, slammed him into a wall and handcuffed him too tightly. Officers declined to loosen handcuffs when asked searched plaintiff and took his wallet. Despite finding no contraband, plaintiff was charged with misdemeanor possession of cocaine and 2 felonies (criminal sale of a controlled substance in the third degree and criminal possession of a controlled substance with intent to sell) .
