Description: On August 30, 2011, at approximately 5:45 p.m., Plaintiff was unlawfully arrested by NYPD officers, including P.O. Rustam Mukhutdinov. The officers pulled Plaintiff from his lawfully parked vehicle, searched him and his vehicle without finding any contraband, and then arrested him. The officers applied excessively tight handcuffs and while placing plaintiff in the police car, injured plaintiff's back and neck. He was in custody for several hours and then was taken to a hospital for treatment of injuries caused by the officers.
