Description: On or about January 28, 2020, at approximately 6.30 p.,., Plaintiff Luis Villegas was in the vicinity of East 146th Street and Brook Avenue in the Bronx, New York, when he was approached by several NYPD officers, including Police Officers Jose Corniel, Surendra Seewah, Jose Cordero, and two unidentified officers referred to as John Doe and John Roe. The officers, acting without an arrest warrant, probable cause, or any legal justification, stopped, searched, grabbed, assaulted, battered, and detained Villegas in an aggressive and excessive manner.
