Description: On or about November 6, 2012, Plaintiff was standing outside St. Patrick’s Cathedral displaying a painting. He was approached by two P.O.s who directed him to move. When Plaintiff refused, he was handcuffed and taken to NY Presbyterian by EMS and evaluated against his will because P.O.s falsely alleged that Plaintiff had been talking to a wall. On or about November 23, 2012, Plaintiff was displaying plantings on 5th Avenue when he was approached by two P.O.s who demanded him to move. When he refused, Plaintiff was arrested for disorderly conduct and held for three days.
