Description: NYPD Officer Matthew Costello and other unknown officers were investing a shooting and murder that took place in the Bronx. On or about December 18, 2013, Woodrow Ward informed the officers that he saw Plaintiff shoot the victim. However, Mr. Ward identified Plaintiff only after Mr. Ward was arrested and was offered a favorable plea deal and $2,000 in exchange for his testimony. Officer Costello and the other unknown officers also spoke with an eye witness to the shooting who knows the Plaintiff and confirmed that Plaintiff was not the shooter.
