Description: On September 19, 2020 Plaintiff was participating in a march and observed police cordoning protesters for arrest. Plaintiff decided to leave but was grabbed, handcuffed, and searched without warning or legal justification by POs Victor A. Hiciano and John Does. POs affixed handcuffs too tightly and shoved Plaintiff, resulting in bruising to Plaintiff's upper arms and wrists. Plaintiff was taken to a police station and remained there for approximately 10 hours. While there, Plaintiff spoke with PO Hiciano, who told Plaintiff he did not observe Plaintiff during the protest and that she would be given three summonses for disorderly conduct, including one for taking pictures.
