Complaint
Description: On or about July 14, 2021, Plaintiff Helen Cunningham, a Black woman, was unlawfully arrested by Officer Tarik Haywood (Badge #14154) and ten John and Jane Doe officers. Cunningham had voluntarily come to the 70th NYPD Precinct to file a complaint against her neighbor after she had argued with him the night before. At the precinct, Defendants contorted Cunningham's arms before tightly handcuffing her. Cunningham suffers from rheumatoid arthritis, exacerbating the pain from the tight handcuffs. Defendants ignored or outright refused her requests to loosen the handcuffs.
