Description: On August 28, 2016, NYPD officer Edward Fackler approached plaintiff for no legitimate purpose and conducted a stop-and-frisk. Fackler handcuffed plaintiff and and transported him to him to the 83rd Precinct. Plaintiff was then placed plaintiff inside a holding cell, where Fackler and other officers assaulted him. Plaintiff demanded medical assistance but was denied timely treatment. Fackler then conspired with other officers to fabricate charges against plaintiff, including possession of marijuana, resisting arrest, tampering with evidence, and assault. Plaintiff was eventually transported to Central Booking, where he was handcuffed too tightly.
