Description: On or around January 23, 2020, Plaintiff was arrested by Detective Jason Vasquez for allegedly selling heroin direct to an undercover with marked money. Officers Jason Vasquez, David Pabon, David J. Demelia, Mark Oconnel, and others, then took Plaintiff to the holding cell area of the 46th Precinct. Description: On September 9, 2019, at approximately 1:29 p.m., Plaintiff Anthony Hernandez was lawfully present in the vicinity of 49 West 225th Street in Bronx County, when Defendant NYPD Police Officers, including Jason Vasquez, in plainclothes, suddenly and without explanation chased after plaintiff, grabbing him and slamming him onto the ground. Defendants arrested plaintiff without probable cause or reasonable suspicion, and transported him to the 50th Precinct.
