Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Case # 17CV01991,
U.S. District Court - Southern District NY, March 22, 2017, ended January 9, 2018
$25,000 Settlement
Complaint
Description: On May 7, 2016, plaintiffs were lawfully present on the street when P.Os. Robert O'Hare, Juan Delsalto, and five unnamed officers seized their bikes and imprisoned them. The officers falsely exclaimed that plaintiffs had "jumped on cars and weren't obeying the law." The other officers failed to intervene to prevent the false arrest. P.O.s O'Hare and Delsalto submitted false testimony to the DA for reckless endangerment and disorderly conduct by plaintiffs. Prior to their release at arraignment, plaintiffs spent about twenty-four hours falsely imprisoned. The charges against the two plaintiffs were dismissed on July 6, 2016 and September 8, 2016.
