Description: On June 9, 2023, Plaintiff was lawfully inside a building when PO Dylon Signor and PO John or Jane Does 1-10 falsely accused him of crimes, unlawfully seized him, illegally searched him including in intimate areas, and arrested him with excessively-tight handcuffs. Plaintiff was targeted for these actions based in part on racial prejudice. Plaintiff's requests for the handcuffs to be loosed were ignored. Plaintiff was then taken to the 47th Precinct where he was criminally processed, including an invasive strip search, before being taken to Central Booking then Rikers Island.
