Description: On April 22, 2014, Plaintiff called 911 because his girlfriend’s brothers were threatening him. When officers arrived, including Defendant Officers Emily Harris and Lutchmann, they tackled, kicked and punched Plaintiff. Defendants maced Plaintiff twice and caused serious physical and emotional injuries. All unspecified criminal charges were falsely filed and eventually dismissed at an unstated date.
