Description: On or about October 13, 2022, the plaintiff, Ricardo Hemenes, was lawfully within the premises located at the intersection of 47th Street and 31st Avenue and 94th Street and 23rd Avenue, Queens, New York, and in lawful possession of a motorbike, when he was approached by defendants, NYPD officers. The defendants verbally abused the plaintiff, alleged that he took possession of a motorbike without permission, grabbed and physically restricted the plaintiff, without probable cause, reasonable suspicions or warrant. The plaintiff was arrested and placed in to handcuffs. The defendants refused to return the motorbike upon request of the plaintiff.
