Description: On December 9, 2016, plaintiff was lawfully present in the street, when defendant POs, without any probable cause, stopped, frisked and arrested him. Defendant POs then provided the district Attorney's Office with knowingly false, misleading and/or incomplete information regarding the commission of a crime by plaintiff, accusing plaintiff notably of the obstruction of governmental administration among other charges. All charges against plaintiff were later dismissed.
