Description: On October 5, 2023, the plaintiff was stopped by the police while driving a vehicle for displaying paper plates on his vehicle. After discovering that that an investigation card had been issued for plaintiff three years prior, the police officers of the 47th precinct pulled plaintiff out of the vehicle with excessive force and proceeded to assault, batter and arrest him for resisting arrest, causing him to sustain fractured ribs and contusions to the limbs.
