Description: On September 29, 2017, at Grand Street under the Williamsburg Bridge, Plaintiff Allan Tiburcio was a passenger in a car that was unlawfully stopped and searched by Defendant Police Officers. At the time the vehicle was stopped, Plaintiff Tiburcio was on his way home with his friends, Gemini Esparra and Jermaine Rivera. Mr. Rivera was the driver and owner of the vehicle and was arrested at the scene. Defendant Police Officers released Mr. Tiburcio. Shortly after Plaintiff Rivera’s arrest, Plaintiff Tiburcio went to the precinct to check on Plaintiff Rivera and to retrieve his belonging from the vehicle.
