Description: On December 23, 2018, at approximately 6:30 p.m., Plaintiff was in the vicinity of Jerome Avenue and East Mount Eden Avenue in the Bronx. Several police officers, including Police Officer Vincent Ritell and Police Officer Kenny Victoria, along with other unidentified officers, approached Plaintiff without probable cause, reasonable suspicion, or legal justification and soley based on Plaintiff race. The officers aggressively stopped, searched, grabbed, assaulted, battered, and detained Plaintiff in an excessive manner.
