Description: On January 28, 2011, at approximately 6:45 a.m., plaintiff was lawfully visiting a friend in Brooklyn, New York, when he was stopped by NYPD officers, including defendant Robert Chan. Plaintiff offered to contact his friend to verify that he was lawfully in the building. Nevertheless, the officers handcuffed him without probable cause, falsely arrested him, and transported him to a precinct. At the precinct, defendant Chan falsely informed the District Attorney's office that he observed plaintiff trespassing. Plaintiff was later arraigned and spent approximately two days in custody before the criminal charges were dismissed.
