Description: On February 11, 2019, Officers unlawfully stopped, questioned, frisked, searched, seized, falsely arrested and falsely imprisoned Plaintiff who was lawfully inside of a building. Plaintiff was attempting to access an apartment to gather his belonging but was unable to enter because the locks had been changed. Plaintiff had been temporarily staying in the apartment with his cousin while the elevators in his cousin's building were being repaired because his cousin was disabled and could not walk up the stairs. Plaintiff explained this to the officers and informed them of the fact that the superintendent of the building was aware of his lawful presence.
