Description: On December 8, 2013, the plaintiff observed two unknown individuals on the street, opposite from where he was located, pushing a shopping cart that contained a TV. The plaintiff had never seen the individuals before and had no relationship to them. When the plaintiff thereafter entered a pizza place, unnamed Police Officers John Doe #1-10 and Police Office Vince Vacca grabbed the plaintiff by his shoulders and forcefully pulled him outside the pizza place onto the sidewalk. The officers then searched the plaintiff and handcuffed him without probable cause.
