Description: On October 19, 2017, plaintiff was arrested by P.O.s Fred Dorch, Luis Angeles, and William Rojas while at his house. Upon arrest, plaintiff was taken outside, tightly handcuffed, and placed in a van. Plaintiff asked for the officers to loosen the handcuffs because they were cutting into his wrists, but P.O. Description: On January 11, 2019, NYPD officers, including Detective Edgar Clases, Detective Donald Sehl, Sergeant Alberto Gonzalez, Detective Coty Green, Detective Nelson Nin, Detective Fred Dorch, and Sergeant Paul O’connor, were unlawfully conducting a narcotics surveillance operation in plaintiff's restaurant. Plaintiff protested the officers' presence and, in retaliation, the officers handcuffed her. Plaintiff was then arrested under the direction of Captain Steven Dixson and transported her to the 40th Precinct. After plaintiff was released from the precinct, officers retaliated against her by stationing an NYPD vehicle outside of her restaurant.
