Description: On or about July 5, 2019, the plaintiff was riding his bike when two police cars began to follow and subsequently surrounded him. Officers Podd, Terlonge, and/or others exited their vehicles and immediately and forcefully swung an arm at the plaintiff, striking him and causing him to be thrown from his bicycle to the ground.
