Description: On May 12 2012 Plaintiff Tyree Lancaster was walking with his friend Thomas Jeter in Brooklyn NY. Three detectives, including Izzo, approached the pair. Without explanation, the defendant Izzo placed plaintiff and friend into handcuffs despite no probable cause of any crimes of offenses. Defendant searched plaintiff, finding nothing. Jeter was arrested due to being banned from public housing property. At precinct, officers falsely informed County District Attorney's office they observed plaintiff committing crimes of obstructing governmental administration, resisting arrest, disorderly conduct, and spitting.
