Complaint
Description: On April 5th, 2017, Plaintiff John Joyner, a minor, was falsely detained and arrested by Defendant Officer Devito despite posing no immediate threat. Defendant Officer Devito exerted excessive physical force during the arrest, injuring Plaintiff in the process. Other Defendant Officers did not intervene when they witnessed this excessive force, and Plaintiff was incarcerated for five hours. The District Attorney's office declined to prosecute Plaintiff.
