Description: On August 2, 2016, at approximately 11:00 p.m., Elizabeth Arrington and her boyfriend were involved in a verbal argument on the sidewalk at 153rd Street and 89th Avenue in Jamaica, Queens. NYPD Officers Alex Hojnowski and David Hovestadt approached them and requested they move to a nearby park. When Ms. Arrington declined and remained on the public sidewalk, the officers escalated the situation, grabbing her, tightly handcuffing her, and causing severe pain and injuries to her wrists and fingers.
