The plaintiff was walking across the street when NYPD defendants illegally targeted the plaintiff as a criminal because of his race. The defendants drew a loaded handgun and pointed it at the plaintiff's head. The plaintiff did not display or threaten use of a weapon and did not give the officers any reason to believe he committed a crime.
