Description: On August 31, 2013, plaintiff was holding a charity event at his home for the West Indian Day Parade. He had a license for the event. Police officers McManus, Gilkes, and Sergeant Louis forcefully broke into plaintiff's home by breaking through a gate. One of the officers told the plaintiff that "this is not a West Indian neighborhood anymore," and arrested the plaintiff. He was beaten, handcuffed in excessively tight handcuffs, and thrown into the police vehicle. At the 71st precinct, he was strip searched. He was also beaten and assaulted once handcuffed.
