Description: On August 31, 2013, plaintiff was holding a charity event at his home for the West Indian Day Parade. He had a license for the event. Police officers McManus, Gilkes, and Sergeant Louis forcefully broke into plaintiff's home by breaking through a gate. One of the officers told the plaintiff that "this is not a West Indian neighborhood anymore," and arrested the plaintiff.
