Defendants grabbed Plaintiff and tightly handcuffed him. Plaintiff asked the reason for the arrest and was ignored. Defendants conducted an illegal search and found no contraband. Description: On September 2, 2020, plaintiff was tased by defendant Baltzer while plaintiff was engaged in a conversation with police officers about moving a vehicle belonging to this family out of a certain street. Plaintiff had come to a hospital where his son had been admitted as a gunshot victim. Plaintiff was not an immediate threat to himself before being tased, nor was he actively resisting custody.
