Description: On May 23, 2020, plaintiff was stopped, seized, search, detained and arrested by defendants, including officers LISCOE, NGUYEN and DOE 1-10. On that day, plaintiff was passenger in a vehicle when defendants stopped the vehicle and questioned plaintiff about where illegal firearms could be found. Defendants then proceeded to conduct a strip-search of plaintiff with attendant cavity inspection. They then violently contorted plaintiff's arms behind his back to apply metal handcuffs disregarding Plaintiff's complaints that the cuffs were placed on too tightly causing him significant discomfort and pain.
