Description: Around 4:00 am on October 7, 2012, Mr. Moore returned to his residence to find it on fire with a group of officers standing outside of it. Mr. Moore gave a statement saying he was not at the residence when the fire started. The next day, Mr. Moore was visiting his terminally ill mother in the hospital when the defendant officers arrived and told him he had to go to the precinct. Mr. Moore left voluntarily, gave his statement at the precinct, then requested to leave so he could return to his ill mother. The officers refused and detained Mr. Moore against his will.
