Description: On or about June 21, 2023, at approximately 7:15 PM, the Plaintiff, Edward Garcia was driving his vehicle when an unmarked police vehicle began to follow him. The unmarked police vehicle engaged its emergency lights and drove right by Mr. Garcia, at which point Mr. Garcia voluntarily pulled over his vehicle and waited inside his vehicle for the NYPD police officers, including Defendant P.O.
