Complaint
Description: On August 8, 2018, plaintiff was waiting to board the subway as part of his job as a MTA car maintainer. Plains-clothes NYPD officer Manuel J. Abreu approached and arrested him, alleging that he saw Plaintiff committing forcible touching and sexual abuse in the third degree on another crowded train car. Plaintiff denied the allegations. The precinct denied Plaintiff his needed insulin shots, and Central Booking told Plaintiff he could only receive them if he delayed his arraignment by a day. Abreu offered false testimony at his arraignment and three other appearances before the charges were dismissed and sealed. Complaint also names Penny Wang as Abreu's supervising officer.
