Description: On May 3, 2020, Plaintiff was walking her dog when she saw POs Steve Matthias and Philip Tse remove a young man from a bodega, drag him around the corner and line him up with other young men against a wall. Plaintiff began recording the interaction from a safe distance and informed the young men of their rights to an attorney and to remain silent. An unnamed officer pushed her back and told her to cross the street, which she did. Plaintiff then began recording the license plate numbers of the NYPD vehicles and asked the officer who pushed her for his business card, which he was obligated to give under the Right to Know Act. The officer refused, and then arrested Plaintiff. Plaintiff's co-worker was on the scene...
