Description: On June 27, 2023 Plaintiff was near his vehicle which was lawfully parked on the street. PO Michael Vasquez, PO Pierre Senat, and PO Francesco Monastra were in an unmarked police vehicle pursuing an individual in an ATV when their negligence caused the ATV to collide with Plaintiff's vehicle. Plaintiff lawfully filmed the scene and did not interfere with police activity. Regardless, POs attempted to stop Plaintiff from filming. When Plaintiff refused unlawful orders to leave PO Vazquez ordered Plaintiff to put his hands behind his back for "standing in the street" and suddenly violently propelled Plaintiff's head, neck, and upper body into the street in a "suplex" move.
