Description: Plaintiff observed a vehicle being stopped by police and noticed that the vehicle belonged to his brother. Plaintiff approached the vehicle and saw that his brother was in the driver's seat. Plaintiff tried to approach the officer seated in the police van when he was told to step back. Plaintiff was then approached by officers on the sidewalk, who demanded to see his ID. Plaintiff then asked what he did wrong and was threatened to be arrested.
