Description: On January 23, 2019, Plaintiff's brother was operating a vehicle when Defendant Officers seized and impounded the vehicle. When Plaintiff learned about this, he telephoned Defendants to inquire the reason for the seizure. Defendants claimed they were conducting an investigation into a robbery and falsely claimed Plaintiff was the perpetrator. Plaintiff informed Defendants he could not have been the perpetrator of a crime in New York since he was in Maryland at all times on the date of the alleged crime (January 16, 2019).
