Description: On March 19, 2014 Plaintiff Millie Bligen was in front of the building where she lives located at 320 West 111th Street, New York, NY accompanied by her son who suffers from mental illness but does not reside with her. After Plaintiff's son told several NYPD Officers who were present in the area that he wanted to gain access to Plaintiff's home, Plaintiff explained to the officers that her son did not reside with her and that he needed to be taken to a hospital for medical assistance due to his mental illness. After several other NYPD officers, including Defendants GARCIA and GAMWELSH arrived at the scene, Plaintiff was told that she would be arrested if she did not allow her son into her apartment.
