Description: On July 11, 2019, Plaintiff Eric Acheampong, a taxi driver, had stopped to pick up a passenger when an NYPD traffic control agent approached him and told him he had to move. Mr. Acheampong informed them that his passenger had already loaded their bags so he had to wait for them. The traffic agent called requesting uniformed officers at the scene. P.O.s Matera and Martinez arrived and arrested Mr. Acheampong; he complied and did not resist arrest, but informed the P.O.s that he had previously injured his right shoulder and recently had shoulder surgery in March 2019.
