Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

$15,000 Settlement
Complaint
Description: On July 24, 2015, Dirk Exeter was driving in Brooklyn when he saw 2 women, including defendant undercover P.O. Perl, waiving and motioning for him to pull over. After he pulled over, Perl, posing as a prostitute, tried to entice him into soliciting her for sexual activity. Exeter refused their advances and drove off. He was then stopped by 2 unmarked police vehicles, and defendant P.O. Cuoco physically removed Exeter from his vehicle after he asked why he was being stopped and arrested him for soliciting a prostitute. Cuoco pushed Exeter against the car and handcuffed him, ignoring Exeter's complaints that he was being too rough. All charges were favorably terminated on February 18, 2016.
