Description: Police were called to the Plaintiff's apartment as a result of a condition involving Plaintiff's nephew. Soon after the defendants entered the apartment, Officer Vega grabbed the Plaintiff, twisted his arm, and slammed him into a wall. Plaintiff was then dragged from his apartment, slammed into another wall, had his arms twisted behind his back, and was then handcuffed and placed in the rear of a police vehicle. Half an hour later, Plaintiff had his handcuffed removed and was charged with Disorderly Conduct by Officer Vega.
