Description: On November 7, 2017, plaintiff was voting when they were stopped by a polling coordinator for writing notes on a piece of paper. Defendant officer Balcacer suddenly lunged at plaintiff and wrestled her arms into handcuffs. Plaintiff was falsely arrested and forcibly brought to a hospital for a psychiatric evaluation against her will. In the van, defendant officer Shimshi threw his body over plaintiff's back, forcing her head between her knees and causing her significant pain. At the hospital, plaintiff was detained in a locked room for three hours. Plaintiff was never charged.

Description: On August 9, 2013 Plaintiff, who is disabled and had a handicap placard displayed in her window, was driving to a medical appointment with Dr. Chang when she received a distressing call regarding a family member's health. Plaintiff pulled to the side of the road to take the call and Det. Nellie Maleva pulled up behind and asked to see her license and registration. Plaintiff complied and asked Det. Maleva to call Dr. Chang, to which Det. Maleva told Plaintiff to shut up. Det. Maleva was writing a summons when Sgt. Shimsky arrived and assaulted Plaintiff, hitting her in the chest, arms, and stomach, violently pulling her arm, and slamming her into the edge of an opened car door.
