Description: On October 27, 2013 around 6:30PM, plaintiff was playing basketball with his family on his aunt's property. POs Conde and Cusick (who were looking for a man who committed an assault) approached plaintiff and asked why he was out of breath. Plaintiff responded that he was playing basketball.
