Description: On October 27, 2013 around 6:30PM, plaintiff was playing basketball with his family on his aunt's property. POs Conde and Cusick (who were looking for a man who committed an assault) approached plaintiff and asked why he was out of breath. Plaintiff responded that he was playing basketball. Conde and Cusick asked plaintiff to come to the front of the house and began pushing him towards to front of the house and street. As they approached the street, one PO tried to grab plaintiff's arm. Plaintiff moved his arm and the POs screamed that he was resisting arrest.
