Description: On February 18, 2012, Plaintiff, an African-American man, was out walking when he was stopped by PO John Doe 1 and John Doe 2. The officers, without cause or justification, searched Plaintiff by patting him down and searching in his pockets and waistband. The officers did not find any contraband on Plaintiff’s person. After he had been released, Plaintiff kept walking and he then observed the same two officers drive by him. Soon thereafter, Plaintiff boarded a bus and paid his fare. After the bus had traveled approximately one block, PO Min Kim and John Doe 1 through 5 stopped the bus, ordered Plaintiff off the bus, and arrested Plaintiff.
