Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Complaint
Description: On March 13, 2013, Plaintiff was attending a vigil for a friend who had been shot by the police. Eventually, NYPD officers directed Plaintiff and others to follow a police officer down a street. The police then took out orange mesh rope known as kettling nets and arrested a group of people they had led down the street, without individualized probable cause. Plaintiff was placed in tight plastic handcuffs that caused her hands to go numb. When the officers cut the cuffs off of her, they also cut her skin. She asked for medical attention, but the police told her it would slow down her release. Plaintiff was held for approximately 21 hours before she was released at her arraignment.
