Description: The plaintiff was walking his dog in Brower Park when the defendant officer approached the plaintiff to tell him it was illegal to be in the park after dark and demanded to see his identification. A Caucasian individual nearby was in the park playing fetch with his dog but the officer ignored them and only confronted the African American plaintiff. Because the plaintiff did not have his ID on him the officer arrested him.
