Complaint
Description: On August 24, 2019, PO Urena and up to 10 unknown POs approached and questioned Plaintiffs regarding illegal activity without reasonable suspicion or legal justification. The POs falsely accused Plaintiffs of illegal activity and then illegally searched Plaintiffs. They then handcuffed plaintiffs' arms behind their backs and ignored Plaintiffs' please to loosen the excessively tight handcuffs, resulting in injuries to Plaintiffs' wrists. PO Urena and the 10 unknown POs brought separate criminal complaints against the respective Plaintiffs, which included fabricated allegations. In November and December of 2019, all charges against Plaintiffs were unconditionally dismissed.
